Senior Contracts Specialist 

 

Position Description:

Key Job Elements:

Proposals:

  • Review, interpret and apply proposed contract terms and conditions during proposal development to identify contractual risk
  • Research and liaise with GDLS-C functional groups to support negotiation positions for terms and conditions
  • Support pre-award activities including leading Authorization of Proposal / Authorization of Contract activities and associated reviews and briefings to ensure that valid proposals are submitted
  • Review, and draft as necessary, proposal documents
  • Serve as primary contact for negotiation
  • Manage and report status of open proposals

Contract Execution Support:

  • Act as formal company interface to various customer representatives on assigned contracts and proposals
  • Lead the tracking and resolution of contracting issues arising during contract performance
  • Provide subject matter expertise to assigned Programs on company policy, procedures, and defence procurement laws and regulations
  • Draft or review all formal customer correspondence on contractual matters
  • Ensure all correspondence relative to customer contract issues and inquiries is appropriately assigned for action, and ensure timely response is provided
  • Provide interpretation and analysis of contract requirements, as required
  • Prepare presentation material to support program at customer and internal group meetings and deliver presentations, as required
  • Support Contracts Manager as required
  • Support Contract Specialist to:
  • Draft, negotiate and maintain Inter/Intra-company Support Agreements (ISA)
  • Review contract modifications/amendments and tasks, received from customer for consistency with negotiated agreements.  Recommend acceptance or changes as required.
  • Review contract documentation including CDRLs and deliverables, SCNs, deviations for accuracy and completeness and provide feedback to internal teams as required

Business Support:

  • Provide subject matter expertise to functional departments on contracting regulations and company procedures
  • Prepare weekly/monthly/quarterly/annual program metrics and internal reports, as required
  • Exercise a mindset of continuous process improvements and efficiencies
  • Ensure Program activities meet compliance requirements (ITAR/EAR/FCPA/GP/SOX, etc.)
  • Other duties as assigned

 

Position Requirements:

Required Qualifications:

  • University degree.  Preference to candidates with Legal / Business training
  • Minimum 5 to 7 years Contract Management, Program, or SCM or relevant experience
  • Ability to read, interpret, and advise on the application of complex defence regulations
  • High level of decision making ability and interpersonal skills
  • Demonstrated strength in managing relationships at all levels of an organization, both internal and external
  • Demonstrated ability to manage multiple demands under pressure and deliver to meet deadlines
  • Effective organizational planning, analytical and negotiation skills
  • Strong team player with the ability to work cross-functionally on sensitive issues
  • Familiarity with and/or experience in military and GDLS-C standards and processes
  • Bid and proposal experience
  • Awareness of ITAR requirements
  • Familiarity with various functional areas of the business
  • Excellent oral, written, and presentation communication skills (including proficiency in PowerPoint, Word, Excel)
  • Ability to possess/be able to acquire and maintain a valid passport          

Preferred Qualifications:

  • Previous experience working with large scope, multi-year, complex public/government contracts
  • Related customer experience
  • Demonstrated Project Management skills
  • Familiarity with Canadian and US contracting regulations
  • Defense industry experience or military background
  • Trained in EVMS (on applicable programs)
  • Understanding of GDLS-C processes / financial systems and reporting / measurements
